History of the Eyalets
The Eyalet system was established in the late 14th century by Ottoman Sultan Murad I as a way to better organize the empire’s administrative structure. The term “Eyalet” comes from the Arabic word “Iyalat”, which means “province”.
Structure of the Eyalets
The Ottoman Empire was divided into several Eyalets, each of which was governed by a high-ranking official known as a Beylerbey.
Over time, the system became more complex, with each province being further divided into smaller units known as Sanjaks. Sanjaks were governed by a Sanjakbey, who reported to the Beylerbey.
The Eyalet system played a crucial role in the Ottoman Empire’s ability to govern such a large and diverse territory. It allowed the empire to maintain control over a vast area by delegating authority to local officials who had a deep understanding of the region they governed.

Creating Eyalets in EU4
EU4 Eyalets are exclusive to the Ottoman government type. That means that they are the only nation able to create these new vassals.
There are three methods for players to create Ottoman Eyalets in Europa Universalis 4:

Via Missions and Events
The Ottoman mission tree contains a handful of rewards that give players an ‘Invasion Casus Belli’ on its historical enemies, like Moldova and Hungary.
Most notably, the Ottoman missions give players this unique cause for war on their rivals, the Mamluks. By completing an event chain during the ensuing war, players will have the opportunity to bring the Egyptians to heel and turn them into a unique Eyalet.
Additionally, conquering large amounts of territory in certain regions will give players the option to release Eyalets directly. For example, conquering territory in Transylvania or Persia will present a decision to release these lands as vassals if they don’t already exist.
Players do not have to form Eyalets if they choose not to. Territory can be conquered normally, and the Ottomans can choose not to establish a vassal in exchange for Monarch Points.
Paradox claims there are roughly eight events to create scripted Ottoman Eyalets with unique names.

Via Covert Actions
Players can establish EU4 Eyalets with nations outside of the Ottoman mission tree through covert actions. At the cost of 30 Spy Network, players can create their own ‘Invasion Casus Belli’ on a nation.
By declaring war and maintaining control of the enemy capital, players will obtain a ticking War Score. For 60 points in the peace deal, players can vassalize the nation as a new EU4 Eyalets for the Ottoman Empire.
There are two requirements for creating this unique Invasion CB.
1. The nation must border the Ottomans.
2. The nation must have less than 150 development.
There is no limit to the amount of Eyalets that can be created through covert actions, but nations outside the scripted nations will not receive a unique name.
Via Normal Vassals
The Ottomans can promote a normal vassal to Eyalet status through the diplomacy menu. By doing so, players receive the unique benefits of the EU4 Eyalets system.

The Advantages of the EU4 Eyalets System
The Ottomans begin Europa Universalis 4 as the strongest nation in the game. Whether controlled by the AI or a player, the empire can quickly grow and expand into an unstoppable force.
EU4 Eyalets allow the Ottomans to avoid the costly price of coring all of its newly acquired territories. Instead, conquered countries continue to exist under the control of their Turkish overlords while giving them bonuses.

Vassal Tax
Like regular EU4 vassals, Eyalets provide their overlord with a monthly contribution of ducats.
Core Benefits
Unlike regular EU4 vassals, Eyalet territory is treated like an Ottoman core, despite lacking direct ownership. They provide their overlords with 20% of their manpower and sailor pool, as well as an additional force limit.
Free Diplomacy
EU4 Eyalets allows the Ottomans to keep their diplomatic options open. These vassals do not take up a diplomatic relations slot. However, actions like Royal Marriage will count as a relationship if the player decided to engage in further diplomacy.
The Disadvantages of the EU4 Eyalets System
The new Ottoman vassal system does not come without disadvantages. Although they can allow for quick growth at a low administrative cost, the trade-off is an increased focus on diplomacy.
Call to War
Despite their vassal status, Eyalets are not automatically called into their overlord’s wars. Instead, the Ottomans must spend 10 Favors to persuade these administrative vassals to join the fight.
Attention to Diplomacy
Vassals with a Royal Marriage to their overlord are slightly more loyal than their unwed counterparts. While EU4 Eyalets do not cost a diplomatic relation slot, this does make them harder to keep loyal. Should an Ottoman Eyalet become disloyal, players will need to spend the diplomacy to keep them in check.

Autonomous Vassal
Eyalet vassals possess more freedom than other Europa Universalis 4 vassals. In addition to having to be called to war, EU4 Eyalets have an extra step when being annexed. While they can be absorbed, the process is slightly different.

Annexing an Eyalet
EU4 Eyalets possess two stages: regular and core.
Regular Eyalets are the vassals that can be called into wars. Core Eyalets are under more direct control and are able to be annexed.
This status can be changed through the diplomacy menu.
Reigning in an Eyalet
Reigning in an Eyalet promotes the vassal to core statues. To do this, the Ottomans need good diplomatic standing with their Eyalet. This is based on variables like diplomatic reputation, relations, and trust. Factors like vassal development will negatively impact this score.
Annexing an Eyalet
Once reined in, players must wait 10 years before they can begin the annexation process. After the wait, the Ottomans can start to annex their vassal the same way any vassal is integrated. The cost is 6 diplomatic points per development.
EU4 Eyalets Achievement: Mehmet’s Ambition
In addition to the Eyalet vassal, the 1.35 Domination expansion also unveiled an EU4 Eyalets achievement.
Mehmet’s Ambition
Starting as The Ottomans, own or have Core Eyalets own all the provinces required to form the Roman Empire before 1500.
Although the task is for veteran EU4 players, the achievement is a testament to the expansive power of the Ottoman Eyalets.
